Can domestic filmmakers have more cultural responsibility and less money-making ideas?

Although Indian films have always been classified as musicals, there is already sincerity in other musicals, discussions of truth, and reflections on national and social development. So what about us? With such a splendid culture, the speed of economic development is also increasing day by day. Why is the quality of the films produced is not as good as the other?
