Recently, the nuclear submarines of the United Kingdom and the Soviet Union have unexpectedly disappeared one after another! This phenomenon has attracted great attention from the British military, and of course it is time for the ace agent 007 Bond (Roger Moore) to play. After investigating, Bond finally found that the black hand behind the scenes turned out to be the world's richest shipping industry tycoon Stoneberg. He built an underwater city in order to realize his ambition to conquer the world. Stenberg hired a scientist to develop a submarine tracking system, taking the British and Soviet nuclear-powered submarines as his own. He plans to use nuclear missiles to blow up New York and Moscow and achieve his ambition to destroy two superpowers at once. 007 is about to enter the underwater city to organize the crazy plan of this madman.
