This sentence is the biggest shock to me in the whole movie. Nothing is stronger than a man's desire to live, and nothing is greater than a man's right to live. Because of this, people who can give up this desire and this right are people who really forget themselves for a certain goal.
But it's definitely not the Borg in the movie. In fact, he despises Borg very much. If he is willing to sacrifice for politics, why not stand up like Balu, so that the common people will not be hurt? In the end, when Sally said he was going to die, his face changed.
