Feel that Magneto’s idea is actually reasonable? Change the position of the ruler and let those with the right to speak stand in their own camp. Regarding the coexistence of the two populations, a small number of strong populations may be bullied and rejected by a majority of disadvantaged populations, but the majority of dominant populations will almost certainly bully a minority of disadvantaged populations unless they reach a certain level of civilization. Therefore, there are still high requirements for the peaceful coexistence of humans and mutants, and the proportion of the two must be controlled.
