The flashback was used to unfold the story through Hoover’s mouth. The content also only highlighted the important aspects of Hoover’s 48-year tenure. The events and the bridges that best highlight the character's characteristics. However, the film still gives the impression of running accounts, which may be due to the fact that the audience is really unable to identify with Hoover, and the narrative power is slightly weaker. In fact, the most distinctive characteristics of Hoover’s character, such as suspicious, vanity and narrowness, are all in place. Regarding Hoover’s transvestism and his gay love affair with the former FBI Deputy Director Tolson who succeeded him as FBI Director, Director East Wood also gave his own understanding.
