Discuss the meaning of the end

Direct spoiler to the end, be careful.

My understanding is that the heroine was employed by the private security company Bruder after the FBI resigned, and then was sent to the East by the security company to work as an undercover agent, but at the end it seemed that she was actually the FBI. After she got the list of Bruder’s undercover agents, she directly contacted those undercover agents to obtain information, and then directly solved those environmental pollution problems through the government. Therefore, she should be considered an undercover agent when she goes to a private security company, because the private security company is not to solve the environment, but to make money from the big companies. In this way, the FBI sent a female protagonist to take advantage of the entire security company's undercover network, and thus directly obtained a large amount of information that seriously damaged the environment.

So the final meaning of the movie is still positive, and the heroine is also fulfilling her mission.
