Gordon is a necessary medium and a booster. After all, Batman is not a law enforcer. He is just a violent vigilante. He has no right to arrest, no right to judge, or no right to punish. His behavior is best described as being righteous and courageous, but it is difficult to hear that violence is used to control violence. Gordon is a medium that combines Batman's activities with public power. Batman beats down criminals, Gordon arrests them, and sends them to judicial proceedings. Without Gordon's follow-up, what would Batman do with these criminals? kill them? Open a prison in a batcave to imprison them? To do so would be contrary to his principles, and would degenerate him into those whom he was against.
He is technically an irresponsible director because he allows Batman, an outlaw, to use illegal means to defend justice, but from the perspective of a Gotham citizen he is a qualified director.
