The film did not take place in the UK. In fact, it was a country with quasi-mental disabilities that was very close to the UK in terms of environment, race and other factors. Morris is very smart. He successfully integrated the countless interpretations and contemporary meanings of terrorism into a movie to create a brand new crystal. We are not watching a movie, but observing ourselves and the world through this crystal.
