The general meaning of the plot is: The boss tells the black police to let go and save the people who are worth saving. Not everyone can save them in a limited time. So this boss played a yin-yang trick: when the time in the torture room where Matthew was, the organ would be automatically lifted, and everyone would be automatically rescued, but this black man was "racing against time" to "save" them, when there was 1 second left in the time I knocked open the door that connected to the killing machine, so I hung up. The boss arranged a few people with bad deeds to the black policeman in the middle level to delay him. The "good intentions" of the boss is revealed at the end of the film. The story of the boss and his ex-wife is interspersed in the middle and the ending is arranged to echo the third part, but how did the white detective get recruited by the boss? Kind of baffling.
