The film is based on the real "heroic deeds" of two most wanted criminals in the United States, Joe Dowdy and Terry Lee Connor, and was originally called "The Fugitive's Love Story". However, in order to avoid the similarity with the summer film "Lawlessness", it was renamed "Bandits", which was exactly the same as the title of a 1999 German film.

The filming of the film was completed in a prison in Oregon. Due to the shooting needs, the crew also invited many real prisoners to participate in the performance. In order to thank these prisoners for their work, Walter Bruce Willis and others also plan to hold a premiere in the prison.
