In Gotham City, where crime is prevalent, there is a mysterious figure who calls himself "Batman". He punished evil and promoted good, which attracted the attention of the public. Reporter North and female photographer Vicki Weir wanted to find out the true face of this mysterious figure, so they launched an investigation.
Vicki met the wealthy businessman Bruce Wayne and fell in love with him at first sight, but didn't know that Bruce was Batman. And his old butler Alfred is Batman's assistant behind the scenes.
In one operation, Batman caused the gangster Niba to fall into a pool of chemical medicine. Niba's facial nerves were injured, and he became a grinning person with a grin forever. He called himself a "clown", killed the leader and controlled the entire underworld in Gohan City. The clown launched a terrorist activity. He used chemicals to make people laugh to death. At Vicki's house, Bruce was about to confess to Vicki that he was Batman's secret when the "Joker" suddenly broke in. Bruce wisely escaped the fate of being killed, but knew that the Joker was the enemy who killed his parents years ago.
The clown entices people to participate in the parade celebration by distributing huge sums of money and challenge Batman. Regardless of Vicki's persuasion, Bruce turned into Batman and began to punish the bandits in revenge. He first destroyed the "base camp" of the clown, and then piloted the "Bat Plane" to stop the action of the clown.
After throwing money at the crowd, the clown cast poison gas in an attempt to kill the citizens in large numbers. Batman cut off the rope of the balloon filled with poison gas and started a fierce battle with the "clown". The "Joker" captured Vicki, and on the bell tower at the top of the church, Batman fought a decisive battle with the Joker and his wife. After a series of fierce fights, the Joker fell from a tall building, and Batman and Vicki managed to escape.
Under the huge bat mark, Batman stood proudly, and a new hero legend was born.
