Arthur is a young man. He lives with his sick mother Penny and takes care of her. Arthur works as a clown actor in Gotham City. At the same time, billionaire businessman Thomas showed a clear interest in running for mayor. Arthur has always been plagued by mental illness, and some of his behaviors can't be controlled by himself, which makes him a laughingstock for everyone from time to time, and these ridicules are very out of date.
