With the development of science and technology, human beings can detect criminal attempts by using superpowers who have the ability to perceive the future—"prophets". Therefore, before criminals commit crimes, they have been arrested and sentenced by police from crime prevention organizations.
John is a director of a crime prevention organization. After successfully preventing a two-person murder case caused by an affair through a "prophet", John vaguely felt the secret hidden in this perfect crime prevention system—the minority report. The system relies on three "prophets" to determine whether someone has a murder attempt. When there is a disagreement, the decision shall be made according to the principle of minority obeying the majority, but in the end, if the minority party is correct, a minority report will be kept secret.
When John woke up, he suddenly realized that he had been the target of arrest by his former colleague. John's only way out is to find the minority report that can prove his innocence.
