Norman J. Grossfeld, the former chairman of 4Kids Entertainment, is a North American English producer. Grossfeld, Michael Hani and John Touhey wrote the English revision, and Hani also served as the voice director.   The English version is much more modified than the Japanese original. Under the drastic changes in the storyline, Chaomeng has transformed from a morally confused character to an outright villain, so children can be more confident in distinguishing him as a bad person. The theme of this film changed from "life equality" to "war is evil". The producers of the English version translated many Japanese texts, including slogans and buildings, into English. The Shogakukan used digital means to modify many backgrounds of the film. 
Grossfeld has re-recorded the soundtrack several times for the film's release, and believes that it "will bring extraordinary effects to children in the United States." The rave company John Lefler produced the English theme song and composed the soundtrack with Ralph Schuckett. Lefler, along with John Lissauer and Manny Corrado, produced the soundtrack for "Pikachu's Holiday" in English. Grossfeld claimed that the English version of the movie "combined the visual effects of high-level Japanese animation with the musical sense of Western pop music"

    Mewtwo: Don't give me orders.

    [Throws Satoshi into Takeshi]

    Mewtwo: I'll decide my own rules.

    [Sends the Clone Balls to steal the Pokémon]
