In September 2014, a potential "Titans" live-action project was announced by Turner Network Television (TNT)
. In December, Akiva Goldsman and Mark Hyams made the first episode. The first episode is scheduled to be filmed in Toronto in mid-2015. In January 2016, it was reported that Turner Network Television was no longer developing the project

In April 2017, Warner Bros. announced that "Titans" will be broadcast on DC Comics' own streaming media platform in 2018. It will be made Akiva Goldsman , Geoff Johns , Greg Berlanti as a producer and Sarah Schechter, and Goldsman, Johns and Bo Landi pilot episode will be written in the script.
In October 2018, at the New York Animation Festival, the pre-launch "Titans" was renewed for the second season. In the same month, Johns revealed that a "new" version of Slade Joseph Wilson will appear in the series
. In December, the 12th episode of the first season was announced as the first episode of the second season
