In order to deal with the problem of mongrels and stray dogs, the Budapest government explicitly ordered citizens to keep purebred dogs. Other dogs must apply for permits and pay heavy taxes. If citizens fail to comply with the law, they will be fined or detained in shelters. The introduction of this policy caused the whole city to abandon dogs, even the dog Hagen, who was inseparable from Lily, was not immune. The 13-year-old Lily was separated from herdog under the force of her father. Even if she ran around, she couldn’t find it. Hagen was maliciously abandoned and lived on the street.
