Edgar Hoover has been the head of the FBI for 48 years and has survived seven US presidents. His career is full of controversy and is said to be extremely dirty, ranging from illegal wiretapping to murder. It is said that such a predictable character can make many exciting movies with weight and weight, but "Hoover" has done nothing, editing from narrative to rhythm, and it is not exaggerated to describe it as boring and chaotic.
