Jack is a reporter for the newspaper, and the editor-in-chief sent him to the small town of Kanoma to interview Willie Stark, who was running for the election. Willie wants to run for the treasurer of Canoma Town, and the residents of the town think he is a man of integrity. After Jack arrived in the town, he happened to meet Willie to give a speech to everyone. Willie criticized the town officials for fraudulent practices and refused to allocate funds to repair the school building. As a result, they were taken away by the town police. Jack was also taken away from the camera during the filming. Through contact with Willie, Jack got to know him a little bit and wrote an influential article to help Willie campaign, but in the end Willie still lost the campaign. Jack's hometown, Burton Ferry, is not far from the small town of Canoma, so Jack stopped by to go home to visit his family. Jack had a conflict with his stepfather, but his girlfriend Annie understood him very well and encouraged him to do a big business. After losing the election, Wiley began to study law by himself and successfully opened Wiley Law Firm. The town’s school collapsed due to quality problems, killing some students. Those residents who did not vote for Willie regretted it, and Willie's prestige was further improved.

In the election for governor four years later, Willie was successfully elected. After Willie was elected, he began a series of projects such as building a hospital, repairing schools, repairing roads, and so on. As a result, he won the support of the citizens. However, Willie is no longer the one who dedicated himself to serving the citizens. In order to pursue greater power, he became a sinister and cunning political careerist, and gradually began to engage in darker activities. Because Jaki Spotton has the key votes, Willie threatens Jaki with something wrong in his youth. After that, Jiaqi chose to commit suicide. Annie and her brother Adam Spoton were very sad and disappointed. After witnessing Willie's various behaviors, Jack decided to expose his true colors. Wiley launched a mass demonstration to threaten the parliament and managed to keep the governor's seat. Later, Willie was killed by Adam Spoton, who came for revenge   .
