Tom was charged with stabbing the chief of defense staff and wounding his boss Harry Pierce, and is on the run. So Oliver Metz, head of the Joint Intelligence Committee, took over MI5 and launched an investigation to try to find the black sheep, much to the dismay of the counterterrorism team. Harry learned that all this was just a conspiracy of the government to reform MI5, so when Tom contacted Harry, Harry told Tom that only by proving Tom's innocence would there be any hope of saving MI5.
