American actress Seberg is a very socially conscious and politically active woman. She was at one point the subject of a counterintelligence program organized by the FBI. The FBI secretly, and sometimes illegally, investigates citizens they believe may be politically reactionary. They also harassed and retaliated against Seberg for supporting the Black Panther Party in the 1960s. According to Frank, the head of the FBI, the Black Panther Party, which publicly promotes violence against violence, may be related to foreign anti-American forces, so it must be severely cracked down
